Coronavirus
Explanatory video on anti-Covid-19 vaccine
2,500,000 people watched the video made by Declic with the Dezaburit team. The video explains, for everyone's understanding, how the Covid19 vaccine works.
Initiating the civil protection mechanism
In the midst of a health crisis, we have been pushing the authorities to activate the European Civil Protection Mechanism. We were more than 10,000 members involved.
Protocol for the treatment of Covid-19 after effects
We requested and obtained a national protocol for monitoring post-Covid-19 patients.
Health
Reporting of the nosocomial infections in hospitals
We requested reports on nosocomial infections in hospitals. We took to the streets three times this year, for each politician who got installed and left the Ministry of Health.
Depoliticization of hospitals
Our petition became a bill. We asked that acting managers of Hospitals be limited to a maximum tenure of 6 months.
Government crisis
Hearing of the appointed ministers
Declic members sent 8.235 emails to MPs in the Specialized Committees, before the hearings of the ministers proposed for the new Government. That's how we found out what ministers think about cutting special pensions, investing in green energy, abolishing SIOJ, protecting national parks, the crisis of nosocomial infections and correlating the minimum wage with the consumer basket to achieve a decent standard of living.
Justice
Abolition of the Section for the Investigation of Offences in the Judiciary in Romania
We campaigned for the abolition of the Section for the Investigation of Offences in the Judiciary in Romania, and we managed to get the amendment that offered super immunity to magistrates removed from the bill. We insisted on this topic at the UDMR and PNL Party Congresses.
“August 10th” case
We supported Ioan Crăciuneanu in his legal proceedings and we obtained the reopening of the investigation in the “August 10th” case.Appointment of a Chief Prosecutor to DIICOT
We convinced the former Minister of Justice, Stelian Ion, to start the procedure for appointing the new Chief Prosecutor of DIICOT. But the procedure has not yet been completed.
Investigating the destruction of nature
The petition for the punishment of those who build micro-hydropower plants, forest roads, or river settlements without authorization has become a bill. The Senate tacitly adopted it, but it is blocked in the Chamber of Deputies.
We filed a complaint with the National Anticorruption Directorate to pursue Prime Minister Florin Cîțu and former state advisor Mioara Costin.
Climate emergency
Recovery plan for Europe - energy, gas
We researched the Recovery plan for Europe and demanded that European money not be invested in fossil fuels. Initially, the Minister of European Funds, Cristian Ghinea agreed. Then, plans were made to invest in energy that would destroy the environment.
Energy bills
We have asked the Prime Minister and the Minister of Energy to support investments in wind and solar power. This is the only way we can get rid of the rising costs of gas and electricity bills.

Out of the box tactics
Anti-rape:
We made a sculpture to show the suffering of abused children.
Minimum wage:
We challenged Raluca Turcan to live on only 1524 lei a month!
“Cut the special pensions, not the forests!”:
We even protested on skis in Poiana Brasov and the Prahova Valley.
Domestic violence:
We protested in front of Parliament for the introduction of electronic anklets for aggressors.

Social solidarity
Electronic monitoring devices for domestic aggressors
Together with 29,000 Declic members, we succeeded in putting forward a law that had been awaited for 10 years. Aggressors with restraining orders will now be monitored through electronic anklets.
Standing by our Afghan allies
We asked that the Afghan allies of the Romanian state and Nato be brought into the country after the Taliban came into power. As a result, 156 Afghan citizens arrived in Romania.
Assisting the beaten-up journalists
34,000 Declic members demanded an impartial investigation for the journalists and the activist beaten while filming the illegal cutting of trees in the forests of Suceava County.
Economic solidarity
Getting rid of special pensions
We are 130,000 Declic members who demand the capping of special pensions. We ask that the arrangements assumed through the Recovery plan be respected: reforming the pension system and eliminating the special pensions.
Correlating minimum wages with the daily basket of goods
We challenged the Labour Minister, Raluca Turcan, to live on the minimum wage in order to understand why it is important to correlate it with the minimum daily consumption of goods.
Children and young people
An anti-rape law to protect minors
Together with 72,000 Declic members, we demanded that a sexual act with a minor under 16 be legally considered rape. To persuade the MPs, we placed a sculpture of suffering sexually abused child in front of the Parliament building.
Drafting clear regulations in investigating child sex offendersWe were successful in persuading the Minister of Justice to set up a committee in support of sexually abused children. There have been training sessions for the police, prosecutors, psychologists, and social workers. Special areas for the hearing of abused minors have been identified and arranged for this purpose. An emergency number, 119, has been made available to the public to report any abuse against children. Without the over 100,000 Declic members involved in this campaign, we would not have achieved so much.
Introducing sexual education in schools34.000 Declic members signed a petition for a good law of sexual education.
Opening the schoolyards for activities outside classroomsWe went to Cluj, asking the mayor, Emil Boc, to convince the mayors all over Romania to open the schoolyards for the students outside classes. He promised that, as the chairman of the Association of Municipalities in Romania, he would put forward the petition signed by 10,892 Declic members at the meetings of the association. So far, he has not kept his word.

Romania’s Recovery and Resilience Plan
The withdrawal of environmentally damaging projects
We convinced the Ministry that harmful hydro-technical arrangements, such as those in Pașcani (Siret River), in Livezeni Bumbești (Jiu River), or Surduc-Siriu, should be eliminated from the PNRR.
Allocation of funds for green energy and recycling
We managed to get the funding for the Deposit-Refund System withdrawn from the PNRR (Romania’s Recovery and Resilience Plan) because it would have led to the recovery and recycling of the Coca-Cola or Pepsi bottles using public money. Instead, the money was directed to investments in separate collection and recycling infrastructure.
We got the Environment Minister’s promise that 20 million euros from the PNRR (Romania’s Recovery and Resilience Plan) will be used for satellite alert and video monitoring systems for the forests.
Rivers
The investigation of damage to nature
In court, we won a first victory in our process towards the blockage of the hydropower plant on the Bâsca River, and on another 9 tributaries.
Air
The Billboard That Breathes
We installed a billboard with breathing lungs in Bucharest and Cluj to show the level of air pollution. In less than a month from the installment, the lungs blackened from the toxic particles.
Air quality monitoring
We have also obtained sensors that monitor the air pollution levels, in accordance with over 23,000 Declic members’ requests.
Roșia Montană
Roșia’s listing in the UNESCO patrimony
Together we helped obtain a victory awaited for almost 20 years. This summer Roșia Montană has become a UNESCO World Heritage Site, and for that to happen we protested at Cotroceni with the golden elephant and we promoted online the Cîtaur poster of the Mindbomb group of artists.
Forests & green zones
The European strategy for the forests
Over 21,800 members asked the Environment minister, Tánczos Barna, not to sabotage the European strategy for forests.
Cutting down trees to be forbidden in national parksAlso from the Environment minister, we requested 100% protection for the forests in the national parks. He promised he would take immediate action for the protection of 75% of these forests, but he did not keep his word.
The Green Zones Law33,596 of us asked the Head of State to send the toxic law of Green Zones back to the Parliament, for reexamination. The project is still stuck in a drawer somewhere in Parliament.
Recycling
Deposit-Refund System
We swam in the trash, literally, to demonstrate what is happening with Romania in the absence of a Deposit-Refund System for beverage packaging. Finally, the system was adopted, though with mild consequences for the polluters.

The petition with the most signatures in the history of Declic
Students mobilized to ask for the replacement of the unique-topic term papers with unique-topic test papers on a national level. Bianca Năstase, a 17-year-old student, succeeded in gathering 400,000 signatures in just a few days.
65,000 people demanded the changing of the Baptism Ritual
Vladimir asked the Orthodox Church to change the Baptism Ritual and to relinquish the “three-times immersion” in order to stop risking babies’ lives.
40,000 ask for free menstrual supplies in schools
The petition of the Association Iele Sânziene became a bill to end menstrual scarcity.
26,000 alongside patients of cystic fibrosis
Mihăiță started to breathe easier after taking a new treatment for cystic fibrosis. Now he demands that all people suffering from this illness have access to treatment at no cost.
48,000 say: “Stop playing ping-pong with education!”
We were there alongside the students’ representatives, in front of the Ministries of Education and Health, in order to send a warning signal about the need for predictability in the educational system.
After all, was this a good year or a bad one? When you are among the most involved citizens in Romania, I would say that it is normal for you to ask yourself this. You want to know if it was worth it to answer Declic's calls.
2021 may be the year of great disappointments. We have helplessly witnessed terrible government stuttering in the management of the pandemic. Then we watched in disgust as political leaders were elbowing to come closer to their own interests. We have seen them hold on to their privileges, like special pensions, and make a concerted effort to keep justice in check.
But 2021 also represents the year of some fantastic citizen victories. Roșia Montană is, finally, on the UNESCO List in spite of the opposition from those politicians obsequious to the Mining Company. A second mining project, the Rovina one, faces an uncertain future, and this is after one member of the local community donated us several land areas, right on the location of the future mining development. We contributed to the reopening of the “August 10th” court case, and we unblocked the voting for the law concerning the use of electronic anklets for domestic aggressors.2021 is not just the year of disappointments and victories. It is the year in which our Declic community got involved in more and more daring campaigns. We have focused our attention on the minimum wage, far too low, and on the inefficient legislation to protect minors from sexual predators. More and more of us have been involved in explaining the connection between gas investment and the rising price of energy bills. And among the students, I saw a wave of involvement that gives me a lot of hope.
This year, I spent a lot of time thinking about the first steps of the Save Roșia Montană campaign. In 2003 we organized a solidarity march, we walked from Cluj to Roșia. That's when I had the first shock, caused by misinformation when the press called us a “small but noisy group.” In the years that followed, many "benevolent” people tried to discourage us: “You don't understand who you’re messing with”, “They'll catch you at night and beat you”, “We know who pays you”. I would be lying to say that these words never affected us. But we have always been there for each other during difficult times and today, after thousands of actions, we can rejoice that Roșia Montană is a world heritage site.
Now, as then, the force for great change lies in us. In the united and always involved citizens, in the small and noisy groups that keep going no matter how difficult the road. We say “goodbye” to this heartfelt year and welcome 2022!

The Declic Budget
A major part of the Declic budget comes from the contributing members. In 2021 we received 2.981.325, 81 RON as donations, with an average sum of 34 RON. These donations, small or big, are the fuel of our organization.
Declic has received several grants from the following foundations:
Sigrid Rausing Trust, OPEN Minds, European Climate Foundation, Romanian United Fund, Environmental Investigation Agency, Programul Active Citizens Fund în România.
During the year 2021, Declic managed to collect contributions that have been redirected to:
“Architecture, Restauration and Archeology” Association, for the program “Adopt a house from Roșia Montană” - 23.260 RON.Our work has not ended!
